Key Facts

  • The country Landlocked East African nation of about 135 million people, led by Prime Minister Abiy Ahmed.
  • Why it matters Washington worries about a new Ethiopia-Eritrea war as Ethiopia deepens Russian arms and nuclear ties.
  • What happened On 28 October Abiy thanked Russia’s President Putin for jets and asked for nuclear plant study dates.
  • What it means for you US sanctions law can penalise Russian arms buyers, and a State Department list names Russia’s arms exporter.
  • Still open Dates and financing for the nuclear plant, and a price for the jets, have not been published.
  • Prediction markets Polymarket gives 13% to Eritrean forces taking Ethiopian ground by 31 December, with US$60,450 traded, as of 4:21 a.m. ET on 30 October 2026.

In Plain English

Rosatom is Russia’s state nuclear corporation, Rosoboronexport is its state arms exporter, and the Kremlin is the seat of the Russian presidency. CAATSA is the 2017 US law, formally the Countering America’s Adversaries Through Sanctions Act, that can penalise buyers of Russian weapons.

Ethiopian Prime Minister Abiy Ahmed thanked Russian President Vladimir Putin for helping deliver Su-35 fighter jets on Wednesday, 28 October, and the same day asked him to “set dates for feasibility work” on a nuclear power plant. The Kremlin’s own record of those talks shows the request, with Russia’s nuclear and arms chiefs at the table.

The jet announcement is covered in the first report on the Russian jets. This report adds what the Kremlin’s texts and Abiy’s later summit speech show.

For US readers the issue is sanctions law, because a State Department list under the CAATSA law has named Rosoboronexport since 27 October 2017. Whether the President applies that law to Ethiopia is not known.

What Abiy Asked Moscow For

At the Kremlin talks on 28 October, Abiy gave Putin a Russian edition of his book Medemer, on his philosophy of synergy. He then named nuclear cooperation as the first area where he wanted agreement.

Abiy asked Putin to “set dates for feasibility work” and examine financing options, with training for Ethiopian engineers and regulators alongside. He also wanted cancer diagnosis and treatment, specialist training and access to medical isotopes to come first.

Rosatom signed an action plan with Ethiopian Electric Power Corporation on 25 September 2025 that already foresaw a roadmap to a feasibility study. Abiy now asks for dates, and no capacity or price appears in Rosatom’s release on the plan.

Putin told Abiy that trade exceeded US$1.3 billion from January to September 2026. That is more than double the figure for all of 2025.

Who Sat at the Table

The Kremlin lists 18 Russian officials and executives at the talks, among them Rosatom chief Alexei Likhachev and Rosoboronexport chief Alexander Mikheyev. Deputy Defence Minister Vasily Osmakov and a deputy chief of the armed forces’ General Staff were there too.

In His Words

Prime Minister Abiy Ahmed told the Russia-Africa summit on 29 October that “Independence gives us a right to decide”. He added: “Capability gives us a means to put those decisions into action”.

Why It Matters

Abiy’s speech to the summit on Thursday, 29 October, invited Russian universities to work with Ethiopia’s new Medemer University of Artificial Intelligence. A day earlier, on the jets, he had said “we have been training personnel”.

Putin told the same summit that Russia has military and military-technical cooperation agreements with 45 African countries. Its trade with African states exceeded US$27 billion last year.

Section 231 of the CAATSA law says the President must impose five or more listed sanctions on anyone who knowingly makes a significant transaction with Russia’s defence or intelligence sectors, unless a waiver is certified to Congress. The State Department’s list under it has named Rosoboronexport and Rostec, Russia’s state technology group, since 27 October 2017.

Secretary of State Marco Rubio said on 17 October that “The last thing the world needs right now is another war”. The US Embassy in Addis Ababa warned on 23 October that fighting in Tigray, a northern region whose capital is Mekelle, “appears to be concentrated in areas outside Mekelle and near the border with Eritrea”.

What Prediction Markets Say

Polymarket lists a contract on whether Eritrean forces will enter Ethiopia and take control of territory, and as of 4:21 a.m. ET on 30 October 2026 bettors priced it at 13% by 31 December, with US$60,450 traded. Both contracts track the risk of an Eritrean invasion, not the jets or the nuclear talks, and the 31 October one stood at 3% on US$57,862 of volume.

Why we show this: prediction markets turn real-money bets into a live probability that moves within minutes of the news, which is why investors, campaigns and newsrooms in the United States now follow them closely. We show them next to polls and official results, never instead of them.

What It Means for You

The State Department rates Ethiopia Level 3, reconsider travel, and puts Tigray, Afar and Amhara among its Level 4, do not travel, areas. The embassy told US citizens on 23 October not to travel to those three regions for any reason.

US companies and banks that deal with the listed Russian firms face the same law, whatever Washington decides about Ethiopia. The nuclear plan has no published price or financing, so any US exposure cannot yet be sized.

What Is Not Known

No document read gives a start date, price or financing source for Ethiopia’s nuclear plant. The Kremlin’s published remarks from the 28 October talks mention no jets, no price and no weapons.

Eritrea’s President Isaias Afwerki arrived in Moscow for the same summit on 27 October, his government’s Ministry of Information says, yet none of the three Kremlin transcripts read for this report mentions Eritrea. Whether weapons were discussed in the part of the talks that the Kremlin left out is not known.
