Key Facts

  • —What is happening Brazil’s federal subsidy of 2.12 reais a liter (about US$0.42) on road diesel is due to expire on Monday, 26 October, and no renewal had been announced.
  • —Why it matters Brent crude closed near US$117 on Friday, so ending the aid could push up the cost of moving freight and people across Latin America’s largest economy.
  • —The numbers Imported diesel gets 3.52 reais a liter (about US$0.70), and Abicom says Petrobras’ refinery price sat 3.53 reais (about US$0.71) below import cost after Thursday’s close.
  • —Who is who The Finance Ministry set the aid by ordinance; Petrobras is the state-controlled oil company, and Abicom is the association of fuel importers.
  • —What to watch The ordinance allows a renewal for an equal 30 days, so a Finance Ministry decision or a Petrobras price change would show the outcome.
  • —Power Index Brazil ranks 1st of 14 in The Rio Times Latin America Power Index, with 75.0 points (October 2026 edition).
  • —Prediction markets Polymarket gives 16.5% to US crude (WTI) touching US$110 by 31 October and 51% to US$105 (26 October, 4:07 a.m. ET).
  • —What it means for you Holders of US-listed Petrobras shares and anyone tracking Brazilian inflation should watch whether Brasilia renews the aid and whether Petrobras then raises its prices.

How the Brazil Diesel Subsidy Works

The Finance Ministry set the aid in Ordinance 2,946 of Friday, 25 September, to keep the 2.12 reais level. Diário do Transporte and Gazeta do Povo report it runs 30 days from 27 September, renewable for an equal period.

Poder360 says the ordinance sets no end date but anticipates a new 30-day cycle. The ordinance text itself was not opened, so the 26 October date rests on these outlets.

The aid is 2.12 reais a liter (about US$0.42, or US$1.61 a US gallon), paid to producers and importers. It is not a price cut announced to drivers, and the pump effect depends on margins, taxes and the biodiesel blend.

Imported diesel gets an extra 1.40 reais a liter (about US$0.28) under Ordinance 3,082 of Tuesday, 13 October, for 30 days. That brings support on imports to 3.52 reais (about US$0.70), and the extra payment is not affected by Monday’s expiry.

The Finance Ministry put the cost of the import top-up at about 1.6 billion reais (about US$320 million) over 30 days. A 23 October Rio Times report put expiry in November, which fits the import top-up and gasoline relief, not the base aid.

Folhapress reported that the government calculates it spent 32 billion reais (about US$6.4 billion) on fuel price measures through August. Conversions here use 4.995 reais per US$, Friday’s 23 October close, and Brazil’s market reopens Monday.

Oil Prices Squeeze Petrobras

Brent crude closed at US$116.93 a barrel on Friday, 23 October, the highest since April, Folhapress reported. Folhapress linked the rise to Houthi attacks on Saudi strategic sites, while SpaceMoney quoted the settlement at US$116.72.

Abicom says Petrobras’ refinery diesel was 3.53 reais a liter (about US$0.71) below import cost after Thursday’s close, a 108% gap. That is the first time the gap has exceeded the 3.52 reais of import support, Jornal do Comércio reported.

StoneX estimates imported diesel at 6.76 reais a liter (about US$1.35, or US$5.12 a gallon), Folhapress reported. Folhapress says Petrobras has not touched refinery diesel prices since Thursday, 17 September, when it raised them by 1 real.

That 1 real increase was offset by an equal federal discount. Distributor prices therefore stayed unchanged, Diário do Transporte reports.

Jornal do Comércio says diesel has gone 145 days without a Petrobras readjustment, while Folhapress dates the last change to 17 September. The two counts could not be reconciled, so this article does not rely on the 145-day figure.

Itaú BBA analysts warned that large gaps could push Petrobras to break its 2026 pricing policy, Folhapress reported. Petrobras did not respond and says it adjusts prices only when quotes settle at new levels.

Eixos, citing an InfoMoney report of 22 October, says Goldman Sachs puts Petrobras diesel 21% below import parity even after the subsidy. Click Petróleo e Gás, citing the TMC portal, gives Goldman’s prices as 5.43 reais (about US$1.09) against 6.89 reais (about US$1.38).

Goldman’s base case sees no Petrobras price change until December, Click Petróleo e Gás reported. Only Click gave these two price levels, so treat them as unconfirmed.

What the Government Has Signalled

Finance Minister Dario Durigan told the UOL portal on Friday, 23 October, that fuel subsidies could continue in 2027, Poder360 reported. He said that depends on high oil prices and extra Treasury revenue.

He called it possible and said it should be the president’s proposal, in Portuguese “manter essa ajuda”, meaning to keep this help. The law that lets oil revenue fund the aid covers only 2026.

Durigan also did not rule out keeping the 12% export tax on crude oil in 2027, Poder360 reported. Eixos reports the tax was created in March and runs until Friday, 6 November.

Durigan said he would not ask for more fiscal space or spend more. The 2026 budget assumed oil at US$64 a barrel, and prices above US$100 have raised federal revenue.

Imports and the Russian Diesel Factor

Abicom president Sergio Araújo said planned November imports are small, while October purchases will leave a surplus. He also sees a prospect of Russian diesel arriving again, Folhapress reported.

Folhapress said Russia left export markets to rebuild stocks after Ukrainian attacks on its refineries. It resumed sales after pressure from US President Donald Trump, and Folhapress saw no sign of a shortage.

About a third of Brazil’s diesel is imported, the government says. Private importers are cautious because of the subsidy uncertainty, Folhapress reported, citing sources.

The Rio Times covered the earlier price gap in Brazil fuel subsidies face US$113 oil test. It also reported the Goldman warning on a Petrobras diesel hike, and Brent’s climb in its Friday oil report.

In Plain English

  • Subsidy (subvenção): a payment to producers and importers meant to keep diesel prices lower.
  • Diesel A: pure diesel before biodiesel is blended in for sale at the pump.
  • Price gap (defasagem): how far Petrobras’ price sits below the cost of importing the same fuel.
  • Abicom: the Brazilian association of fuel importers, which publishes the gap daily.
  • ANP: Brazil’s National Petroleum Agency, which surveys pump prices weekly.

What It Means for US Readers

Petrobras is listed in New York, so its price gap is a margin and policy risk for holders of its depositary receipts. A renewal would hold the gap steady, while an end could force a price rise.

Brent near US$117 matters for US drivers and importers too, and Brazil is both an oil producer and a diesel importer. Moves in Brazilian diesel affect inflation, which the central bank weighs when it sets interest rates.

The Finance Ministry says the aid contains cost pass-through to road freight and urban transport, Poder360 reported. The Rio Times reported the latest inflation reading earlier this week.

What Prediction Markets Say

On Polymarket, bettors gave 16.5% to US crude (WTI) touching US$110 in October and 51% to US$105. Prices are at 4:07 a.m. ET on Monday, 26 October, and bettors gave 4.2% to US$115 and 1.6% to US$120.

These bets are on WTI, which closed at US$103.44 on Friday, Folhapress reported, below both strikes. Brent at US$116.93 is a different benchmark, so a WTI market at US$105 is consistent with WTI’s level.

The US$110 outcome has traded about US$288,000, within an event that has seen about US$4.5 million. The market has no Brazil outcome, so it is context, not a forecast of the subsidy.

Why we show this: prediction markets turn real-money bets into a live probability that moves within minutes of the news, which is why investors, campaigns and newsrooms in the United States now follow them closely. We show them next to polls and official results, never instead of them.

What Is Not Known

No source reviewed reports whether the Finance Ministry will renew the 2.12 reais aid, change its value or let it lapse. Folhapress said no decision had been announced as of Saturday, 24 October, and Eixos found no renewal act by Sunday night.

It is not known whether Petrobras will raise prices after the election, as the market expects. Nor is it known how much of Brazil’s diesel price a lapse would add at the pump.

The text of Ordinance 2,946 was not opened, and Poder360 says it sets no end date. The 26 October expiry therefore rests on Diário do Transporte, Gazeta do Povo, Folhapress and Eixos.

What Comes Next

The 30 days reported for the ordinance run out on Monday, 26 October. The import top-up under Ordinance 3,082 runs 30 days from 13 October.

Eixos reports the 12% oil export tax runs to Friday, 6 November, unless renewed. A renewal of the diesel aid would not settle 2027, because the law covering the oil revenue applies only to 2026.

Frequently Asked Questions

What is the Brazil diesel subsidy?

It is 2.12 reais a liter (about US$0.42) paid to producers and importers of road diesel. The Finance Ministry set it by ordinance to hold down freight and bus costs.

When does the Brazil diesel subsidy end?

Outlets report its 30-day term ends on Monday, 26 October. A renewal for an equal period is allowed, but none had been announced by early Monday.

Will diesel prices at the pump rise on Monday?

Not automatically. The aid is paid at the producer and importer level, so the pump effect depends on margins, taxes and Petrobras’ decisions.

Why is the price gap important?

Abicom says Petrobras’ diesel was 3.53 reais a liter (about US$0.71) below import cost after Thursday’s close. A larger gap raises pressure on Petrobras to lift its prices.

Does the aid apply to imported diesel?

Yes. Imports get an extra 1.40 reais a liter (about US$0.28) for 30 days from 13 October, totalling 3.52 reais (about US$0.70).

Could the aid continue into 2027?

Finance Minister Dario Durigan said it is possible and should be the president’s proposal. The law that funds it with oil revenue covers only 2026.
