The three Congress workers were detained from Rohru in Shimla district early on Wednesday by a team from the Special Cell of Delhi Police.

The standoff between Delhi Police and Himachal Pradesh Police over the arrest of three Youth Congress workers linked to the AI Impact Summit protest came to an end after a dramatic 24 hours on Thursday morning, after the Delhi Police team was finally cleared to head back to the national capital with the arrested individuals.

In the 24-hour stalemate, the Delhi Police team was “detained" for about five hours even after procuring the transit remand from the ACJM, news agency PTI reported.

On Wednesday evening, the issue escalated after Himachal Pradesh Police registered a kidnapping case against the Delhi Police personnel and “detained" their vehicles at the Shogi border near Shimla.

The three workers were detained from Rohru in Shimla district early on Wednesday by a team from the Special Cell of Delhi Police. According to Delhi Police sources, the team was returning with the accused to the national capital when they were stopped by Himachal Police in Solan district.

Himachal Police had intercepted the Delhi team at Dharampur and called the detention “illegal". The three workers were subsequently brought back to Shimla and are being produced before a local court as per legal procedure.

Based on a complaint, Shimla Police registered an FIR at Chirgaon Police Station. It was alleged that 15–20 unidentified persons in plain clothes arrived at a resort in Mandli, Chirgaon, and forcibly took away three guests staying there.

The complainant also alleged that a Thar vehicle belonging to the guests was taken and that the DVR of CCTV cameras at the resort was removed without any seizure memo.

However, Delhi Police sources said the Special Cell team was carrying out lawful action in connection with the AI Summit protest case and alleged that their officers were obstructed while performing official duty.

Following the interception in Solan, the Special Cell registered a cross FIR, accusing Himachal Police of obstructing government work.

The three workers were picked up in connection with protests staged last week during the AI Impact Summit in New Delhi. During the demonstration, some Youth Congress members removed their shirts inside the venue to display T-shirts carrying slogans against the government and the India-US interim trade deal.

While the BJP termed the protest “shameful", the Youth Congress defended it as peaceful. Delhi Police have also arrested Indian Youth Congress president Uday Bhanu Chib and others in the case.
