An Ontario judge has struck down a communications by-law that limited the Frontenac Islands mayor's ability to speak publicly on behalf of the municipality. The court found the by-law substantially undermined the mayor's role as head of council and chief executive officer. Mayor Judy Greenwood-Speers argued the rule was unlawful and stemmed from ongoing tensions over Wolfe Island ferry service. The township was also ordered to pay her $3,000 in legal costs.
