The strict implementation of the safety guidelines suggested by the judicial commission that probed the Puttingal fireworks accident that killed 110 persons a decade ago and other statutory agencies could have averted the accident, according to experts.

The Thrissur fireworks accident, which claimed 13 lives, occurred following an explosion that reportedly took place on an unauthorised premises, which did not conform to the safety standards prescribed for a manufacturing location under the Explosives Rules, according to R. Venugopal, former Joint Chief Controller of Explosives, Petroleum and Explosives Safety Organisation.
