Carney’s major projects bill — C-39 — proposes measures to create a one-year timeline for federal project decisions, create zones of “national interest” where certain projects are pre-approved and change when the jobs minister can intervene in a labour dispute — a move aimed at reducing the number of work stoppages. Conservative leader Pierre Poilievre railed against Carney, accusing him of failing "to buy Canadian," while claiming the steel required for LNG Canada’s Phase 2 project "will not come from the out-of-work Hamilton steel workers, it will come from China. Why is the Prime Minister sending our steel jobs to Beijing?" The prime minister defended the project, saying that it will use 15,000 tons of Canadian steel in the broader ecosystem. The controversy comes after reports came out that LNG Canada would use Chinese steel for its upcoming Phase 2 expansion in Kitimat, B.C. In a statement concerning the offshore sourcing of steel, LNG Canada has said, "the challenge is not a preference for offshore steel, but the specialized fabrication capability required for modules of this scale and complexity," adding that "no fabrication yards in Canada that can manufacture and deliver the additional modules required for Phase 2."
