After an emotional farewell speech in Downing Street, Keir Starmer arrived at Buckingham Palace alongside his wife Victoria to formally tender his resignation to the King.

They arrived at the Palace’s luggage door rather than the grand entrance, which is the traditional entrance, as due to the Palace’s summer opening to visitors, the grand entrance is out of action.

Among those meeting Mr Starmer on arriving at the Palace was the King’s principal private secretary, Sir Clive Alderton, and the King’s equerry, Major Ben Rigby.

Having wrapped up his speech, Starmer is now being driven to Buckingham Palace, where a footman will be waiting to receive him and his wife Victoria.

He was bid farewell to huge applause from Government figures gathered on Downing Street.

Starmer has closed out his speech saying he leaves office "proud of everything". He said: "I go with good grace, I go with a smile and I go proud of everything we have achieved"

Hello from Downing Street where journalists are crammed into small pens trying to watch Keir Starmer make his final speech as leader.

Entering Downing Street was akin to Glastonbury, with long queues and pushing and shoving. In a scale of how extensive the delays were, some TV journalists who had not even had their bags checked were asking to go ahead as they needed to be live in 20 minutes.

Producers are standing on benches or climbed up onto walls at the back for a glimpse of the outgoing PM delivering his final address.

For print journalists, a space is set aside at the end, requiring hacks to negotiate ladders and tight spaces. From our limited vantage point, we can see an array of ministers outside to show support Mr Starmer, including Rachel Reeves, Darren Jones, David Lammy and Steve Reed.

Ben Nunn, the Chief of Staff to Chancellor Rachel Reeves and a close Starmer ally, has posted a moving tribute to Starmer as he bows out of No 10.

Downing Street's most beloved staffer has made a key appearance ahead of Starmer's speech this morning.

The Chief Mouser to the Cabinet Office has lovingly served No 10 for a decade, since being adopted from Battersea Dogs and Cats home in 2011.

The King will shortly play a pivotal role in appointing Andy Burnham as the new Prime Minister.

Appointing a new PM is one of the monarch’s most important constitutional roles and remains one of the sovereign’s few remaining personal prerogatives - as they do not have to act on advice before calling upon a politician to form a government.

However, the monarch must appoint a person who can command the confidence of the House of Commons, which is usually the leader of the party with an overall majority in the Commons.

After his goodbye speech, outgoing PM Keir Starmer will travel to Buckingham Palace to tender his resignation to Charles. Shortly after, new Labour leader Mr Burnham will also meet the King at the Palace, and will be asked to form a government.

The most usual response is acceptance, and Charles will then welcome the fourth Prime Minister of his reign – after Liz Truss, Rishi Sunak and Mr Starmer. The Court Circular – the daily notice of official royal engagements – will record that the new prime minister kissed hands on appointment. But in reality it will be a handshake.

An incoming male premier will also usually bow and a female premier curtsy, if they choose to do so.

The Government's prisons minister has resigned, just over two hours before Andy Burnham is set to become the new Prime Minister.

James Timpson, former CEO of the key cutting and shoe repair company Timpson group, which employs hundreds of prisoners, signed on to the role in 2024. Timpson said in a statement seen by the BBC that Timpson said it was an "honour" to serve in the post.

The statement, the broadcaster reports, does not provide a specific reason for his resignation.

We've already seen inside Downing Street, where a sizable contingent of journalists are preparing to cover the outgoing and incoming Prime Ministers.

Now, we're seeing the general public's interest in the event, with a steady trickle of people starting to gather outside the gates leading to No 10.

King Charles III is currently away from London in Highgrove, Gloucestershire, his and Queen Camilla's private countryside residence, and will travel to London before appointing Burnham.

He is set to recieve Starmer and his family at Buckingham Palace late this morning, with Burnham and his wife, Marie-France Van Heel, to be received around 12pm. The King will see the outgoing and incoming PMs individually, and then travel to Cambridge.

He has long planned engagements in the city, which he will carry out before continuing onwards to Sandringham, before returning to the Palace for the Privy Council and back to Sandringham for the Flower Show on Wednesday.

Andy Burnham will be sworn in as Britain’s next Prime Minister today and is set to unveil his Cabinet.

The decision will set out the direction of his Government, and could define whether he is able to defeat Reform and stay in power at the next election.

On Friday the former Greater Manchester Mayor insisted no decisions had been made about his top team, but rumours continue to swirl over who will end up in the great offices of state.

Once Keir Starmer formally resigns as Prime Minister today, Mr Burnham will be sworn in, deliver a speech outside Downing Street, then begin appointing his candidates.

Longtime Labour MP Jess Phillips, previously a member of Starmer's Government, ruled herself out of landing amongst Burnham's top lieutenants today, saying in an interview with LBC that she still has her "pyjama bottoms on".

Speaking hours before Burnham becomes PM, she said: “Oh gosh, nothing. Jess Phillips has still got her pyjama bottoms on and is in Birmingham. She won't be walking down Downing Street today.”

Steve Bray, the infamous pro-EU campaigner who will be a familiar face to anyone spending time around Whitehall, has said he won't try to disrupt Burnham's appointment - despite turning up outside Buckingham Palace with a megaphone.

The veteran activist disrupted Keir Starmer's resignation speech last month by blasting Ode to Joy, the EU's official anthem, leading the Met Police to introduce a loudspeaker ban from 10.30am to 1.30pm outside Downing Street. Mr Bray has now turned up outside Buckingham Palace instead, but insists he won't be too disruptive.

While he said he may use his megaphone, he told the BBC: "There’s only one Andy Burnham."

I had never heard of Andy Burnham until the 20th anniversary of Hillsborough. I had given birth to my second son two days before and was watching the Anfield memorial service from the hospital.

It feels somewhat mean to say this now, but I was so cross that a politician had been allowed to speak at a memorial service. Midway through his speech, he stopped as the people on the Kop shouted "Justice", I felt so empowered and was elated that people were chanting at him.

Then I saw the sincerity in Andy's eyes, and my disgust turned to empathy. My respect for Andy came when the Hillsborough Independent Panel materialised, and when the Panel concluded, Andy earned my trust. In the years that followed, Andy and I became friends.

The incoming PM will formally replace Keir Starmer in Downing Street, and begin his premiership just a month after his shocking return to Westminster in the Makerfield by-election.

He won't apprear in front of No 10 to formally take the role until Starmer has delivered his speech and left Downing Street for the last time.

• After 12.40pm: Burnham disappears behind the doors of No 10

Keir Starmer and Andy Burnham will both deliver speeches outside No 10 this morning, with Starmer set to deliver his first just after 11am.

While we're still a couple of hours out from his address, and a few from Burnham's at around 12.40pm, the scene is humming with activity.

Aides have been pouring in and out of No 10 and journalists - including our very own Alex Brown - have already set up for the twin events.

Labour MP Dawn Butler has said she is "happy" with whoever it is Andy Burnham selects as his Chancellor, after refusing to back a key rumoured appointee.

The MP refused to back Shabana Mahmood when quizzed about rumours last week, but said during an interview with Sky News that she would "work with whoever" is in the role. She said: “I'm happy. No matter who Andy puts in whatever position, I will work with whoever's in that position."

She added: “We've got a Labour prime minister and Andy Burnham is going to be prime minister. I'm very happy."

Andy Burnham's speech this afternoon will differ from previous addresses from the steps of Number 10 in more than one key way.

Critically, while the new PM is expected to make a series of policy departures, he will also do so with more guaranteed quiet in the background. London's Metropolitan Police have banned the use of "amplified noise equipment" during the address, meaning it will be more difficult for protesters to disrupt the process.

Prime Ministers have experienced disruption due to megaphone-wielding activists in the past, with some notably drowning out speeches.

Burnham has met with King Charles III before, but during his previous political life as Manchester Mayor.

Today, he will travel to Buckingham Palace so he can officially receive permission to form his government after being elected Labour leader. The process will require him to perform the "kissing hands" ceremony, which, despite the name, usually involves a handshake or bow as expectant PMs receive their royal assent.

Burnham has called for a "rethink" in how to run the UK's economy, saying he plans to address this during his speech today.

He said: "You have to rethink how we run things to get a different approach to public spending and running the economy, which is much more focused on early investment, early intervention, setting people up for success and much less paying for failure.

"A concept I will talk about tomorrow is a ten-year plan for the country. I think that's what it needs. I'm not saying that means I'm setting out to say I'm going to be here for ten years. It's more that we're not in the right place structurally.

"You go round large parts of Britain and they're in decline still. The path we've got to lay is quite a long one. It can't be done overnight. You've got to show people where we're going and the steps towards it."

Burnham, who has spoken extensively about how his experience within the system has convinced him of the need to reform social care, said the NHS won't get back to fully functioning until it has a solid care backbone.

He said: “The NHS won’t get back to where it needs to be when you have a broken social care system that can’t keep people out of hospital. So this is massive when it comes to the things that people care about.

“And I’m not going to do what Westminster has traditionally done, which is to kick the can down the road on this important issue.

“I will expend political capital on bringing forward a plan to fix social care, and I’m not going to waste time because every time that we waste another year, thousands and thousands more people don’t get the care that they need.”

With the world’s media gathered on make-shift platforms - erected by scaffolders in recent days - Burnham will acknowledge a nation weary at the frequent sight of the No10 podium.

He will insist he is “acutely conscious” of the doom-scrolling of Prime Ministers as the sixth to walk up the street in the space of a decade.
