The Election Commission of India (ECI), on Thursday (May 14, 2026), announced the schedule for Phase III of the Special Intensive Revision (SIR) of electoral rolls in 16 States, 3 Union Territories.

It stated that once Phase 3 of SIR is completed, the entire country will be covered except for Himachal Pradesh, Jammu and Kashmir, and Ladakh. “The schedule for Himachal Pradesh, Jammu and Kashmir, and Ladakh will be announced later, taking into account the weather conditions,” said the ECI.

The first phase was conducted between June and September 2025, with Bihar being the first State to undergo the SIR process, just before its Assembly election.

The second phase began on October 27, 2025, and covered nine States and three Union Territories, including Uttar Pradesh and West Bengal, among others. The exercise resulted in a reduction of approximately 10.2% in the total number of electors, bringing the count down from over 50.99 crore to 45.81 crore.

The ECI said the schedule for SIR Phase 3 has been set, taking into account the common field machinery used for the ongoing house listing under the Census exercise.

“Once Phase 3 of SIR is completed, the entire country will be covered, except for Himachal Pradesh, J&K, and Ladakh,” the ECI noted.

Over 3.94 lakh Booth Level Officers (BLOs) will go house-to-house to reach 36.73 crore electors during Phase 3 of the SIR, it said. Phase 3 of the SIR will also cover Delhi, where the final electoral rolls will be published on October 7, it added.

After announcing the schedule for Phase III of the Special Intensive Revision (SIR), Chief Election Commissioner Gyanesh Kumar said, ‘I appeal to all electors to enthusiastically participate in Phase III of the Special Intensive Revision and fill out their enumeration forms. SIR is being conducted with the objective of ensuring that only eligible voters are included in the electoral roll and that no ineligible names are included.’”
