Egypt and US oil major Chevron have signed a deal to explore the Lotus block in the deep Mediterranean Sea. The agreement carries minimum investment of US$88 million, including two exploration wells, Egypt’s petroleum ministry said on Monday 5 October.

The block lies about 200 kilometres offshore, in water 2,000 to 2,800 metres deep. No deep exploration well has been drilled there before, the ministry says.

What Egypt and Chevron Signed

Sayed Selim signed for the Egyptian Natural Gas Holding Company (EGAS), the state company that runs Egypt’s gas business. He is its executive managing director.

Chevron’s exploration manager for the Middle East, North Africa and the Mediterranean signed for the US company. Petroleum Minister Karim Badawi witnessed the signing, with Chevron’s Egypt country manager, Channa Kurukulasuriya, also present.

Besides the two wells, the deal covers reprocessing of 3D seismic data. These are sound-wave images of the rock layers under the seabed, and reprocessing runs them through newer software for a clearer picture.

The ministry called the Lotus block agreement an important step toward new exploration frontiers. It said the deal improves the chances of finding new natural gas and crude oil.

A Deal Six Months in the Making

The signing follows two earlier approvals in Cairo. In April, the cabinet approved the draft concession with Chevron Egypt Holdings Ltd, the Cairo news site Youm7 reported.

On 30 June, the House of Representatives passed a bill licensing the minister to sign it, Masrawy reported.

Why Egypt Wants More Exploration

Badawi said a wider exploration map is a main part of the ministry’s plan to raise local oil and gas output. The ministry plans to offer more areas, from the Mediterranean and the Western Desert to Sinai and southern Egypt.

The minister also credited the state’s payment of what it owed its oil and gas partners. Settling those dues, he said, restored confidence and led companies to raise investment and restart exploration.

Those dues were arrears that had built up with foreign oil and gas firms. On 30 September, the ministry said investment had returned to target levels once the arrears were settled.

The same statement said four wells, three new and one repaired, had added 45 million cubic feet of gas a day. The ministry framed this as part of a push to restore growth in local gas output and cut imports.

Chevron’s Growing Footprint in Egyptian Waters

Chevron already invests in six offshore exploration areas in Egypt, the ministry said. They are Nargis, North El Dabaa, Lotus, North West Atoll and North Simian, plus North Cleopatra in the western Mediterranean.

In North Cleopatra, Chevron is a partner of Shell. There, the Shell-operated Velox-1X well recently showed promising signs of crude oil, according to the ministry.

The ministry also pointed to Chevron’s Nargis gas discovery in the Mediterranean. Badawi praised the partnership and said the Lotus block deal shows Chevron is still putting new money into exploration in Egypt.

What It Means for US Readers

For Chevron (NYSE: CVX) shareholders, the sums are small. The Houston-based company has budgeted US$18 billion to US$19 billion in capital spending for 2026.

The US$88 million minimum is less than half of 1% of that. Still, the deal fits Chevron’s plans for the Eastern Mediterranean.

Chevron’s 2026 budget includes about US$7 billion for offshore projects, mainly supporting growth in Guyana, the Gulf of America and the Eastern Mediterranean. The Gulf of America is the US name for the Gulf of Mexico.

For policy watchers, the Lotus block ties a major US company more closely to Egypt’s energy plans. Cairo wants more of its own gas so it can import less, the ministry says.

The deal does not mean new gas soon. Two wells in deep, untested water may find nothing, and even a find would need years of work before any production.

What Is Not Known

The ministry did not give the agreement’s length or any signing bonus. It also did not say when drilling on the Lotus block will start.

The ministry gave no estimate of how much gas or oil the Lotus block might hold. That will stay unknown until the two wells are drilled and tested.
