Ghana says it now supplies about 40% of the fuel used in Burkina Faso, up from about 15% two years ago. The claim comes from Ghanaian officials after talks this week with the landlocked country’s state fuel company.

For US readers, it shows how a West African coastal state is becoming a fuel gateway to inland markets that depend on neighbours’ ports. The figure is an official claim, and no tonnage or contract details have been published.

What Ghana Says

Edmond Kombat, managing director of the Tema Oil Refinery (TOR), said Ghana supplies 40% of Burkina Faso’s petroleum needs, up from about 15%. He linked the rise to President John Dramani Mahama’s administration, according to the Ghana News Agency.

Energy and Green Transition Minister John Abdulai Jinapor used different wording, saying Ghana’s share of Burkina Faso’s petroleum transit had reached 40%, up from 15% two years earlier, according to Citi Newsroom. The two descriptions may not measure the same thing.

The reports concern fuel products moving through Ghana, not crude oil production or any ownership stake in Burkina Faso’s oil. No tonnage, value or product breakdown was published.

The Talks in Tema

A delegation from SONABHY, Burkina Faso’s state hydrocarbons company, met TOR executives in Tema, the Ghana News Agency reported on Tuesday 20 October 2026. It was led by Dr Patrice Forogo, the company’s newly appointed head.

The delegation also paid a courtesy call on Minister Jinapor and thanked the Ghanaian government for supporting the procurement and transit of petroleum products. Citi Newsroom dated that call 21 October, so the exact day of the meetings is unclear.

The visitors toured the refinery, including its tank farm and quality control unit, the agency said. The agency paraphrased Forogo as expecting further collaboration and Ghana as a trading hub.

Why the Number Needs Care

TOR spoke of Ghana’s share of Burkina Faso’s petroleum needs, while the minister spoke of transit. Neither has published the data behind the 40%.

Burkina Faso has no coastline, so its fuel must arrive through ports and roads in neighbouring countries. Ghana’s officials presented the higher share as a sign of closer energy cooperation.

What It Means for You

Readers with exposure to African energy should treat the 40% as an official claim, not audited trade data. In our reading, it suggests Ghana’s refining and storage sites matter more to regional fuel supply, but no contract or investment has been announced.

For the US, the story is a small marker of how coastal West African states position themselves as supply routes to inland markets. Any security or price effect cannot be judged until volumes are published.

What Is Not Known

It is not known whether the 40% measures supply, transit or a share of Burkina Faso’s national consumption, because officials used different wording. The underlying volumes and calculation method have not been published.

No treaty, binding supply contract, financing or timetable was announced. Prices, transit fees and delivery routes are also undisclosed.

The date of the minister’s meeting is reported as 20 October by one outlet and 21 October by another. The reports also do not say how the two-year period relates to Mahama’s time in office.
