The Guatemala fuel tax exemption took effect on Thursday 1 October 2026, and pump prices fell by up to about Q9 a gallon overnight. Decree 22-2026 suspends two fuel taxes until 31 December.

President Bernardo Arévalo signed the law on Tuesday, and it appeared in the official gazette on Wednesday. At the same time he vetoed a rival law that would have capped pump prices.

What the new fuel prices are

The energy ministry set reference prices of Q36.24 (about US$4.74) a gallon for premium petrol and Q34.96 (US$4.58) for regular. Diesel’s reference price is Q42.94 (US$5.62), at 7.64 quetzales to the dollar on 1 October.

Until Tuesday, pumps charged Q45.29 for premium, Q43.29 for regular and Q49.39 for diesel, Prensa Libre and Soy502 reported. That puts the saving at Q9.05, Q8.33 and Q6.45 a gallon respectively.

On Thursday morning Soy502 recorded premium at Q36.19, regular at Q34.89 and diesel at Q41.69. Energy Minister Erwin Barrios said reference prices may shift with world markets and with distance from the capital.

Which taxes the decree suspends

The law lifts value-added tax (IVA), charged at 12 percent, on petrol, diesel and gas oil. It also suspends the IDP, a fixed per-gallon levy on fuel distribution.

The IDP is Q4.70 (US$0.62) a gallon on premium, Q4.14 (US$0.54) on regular and Q1.30 (US$0.17) on diesel. That is why diesel falls less than petrol.

The decree requires the tax benefit to be passed in full to the final consumer, Prensa Libre reported. Both taxes return on 1 January 2027 without any further act, according to Diario de Centro América, the state newspaper.

Why the price cap was vetoed

Arévalo refused to sign Decree 21-2026, which would have capped diesel and regular petrol at Q39 (US$5.10) and premium at Q41 (US$5.37). The state news agency AGN said it required up to Q2.5 billion (about US$327 million) in public funds.

The government argued that paying a subsidy while also cutting taxes could compromise the national budget. The cap now returns to Congress, which passed it on 8 September with 130 votes.

What it means for drivers and businesses

Congress approved the tax exemption on 22 September and sent the decree to President Bernardo Arévalo for signature. That came after fuel protests shut Mexico border crossings and hauliers blocked highways across the country.

Officials blame the price rise on conflict in the Middle East around the Strait of Hormuz, a key route for oil tankers. Cheaper diesel should ease transport and food costs over time, the government says.

Officials also admit the Guatemala fuel tax exemption does not fully offset the global price shock. The cost is lost tax revenue, and prices should rise by the tax amounts in January unless world prices ease.

Drivers can check their receipts for the missing taxes from 1 October, officials said. The energy ministry is publishing prices for every station online so buyers can compare.

What Is Not Yet Known

The regulation that implements the law is still being drafted, although officials say the discount does not depend on it. It is unclear how closely the pass-through rule will be policed at individual stations.

Congress has not said when it will debate the vetoed price cap. Nor is it known whether world oil prices will ease before both taxes return in January.
