Leader of Opposition Mallikarjun Kharge slammed the government over the baton-charge on protesters in Delhi. “This government is baton-charging the youth and students. If you don’t know how to conduct Examinations... then vacate the throne, the people will come! These people are not fit to stay in power!,” Mr. Kharge said.

The Cockroach Janta Party, in a social media post, thanked LoP Kharge for raising the student protest issue in Rajya Sabha.

Lok Sabha resumes. Opposition’s loud protests continue. Dilip Saikia in the chair tries to bring the House in order, however, the Opposition seems to be unyielding in their demand.

Mr. Saikia asks for the House to function and take up Zero Hour to discuss several issues affecting the country. “This behaviour is not good for the democracy,” Mr. Saikia asks. He repeatedly asks if the Opposition wants to allow the House to function or not.

The House eventually was adjourned till 1 p.m.

Proceedings resume in both Houses but no let up in the protests in Rajya Sabha. Chairman Radhakrishnan again adjourns the House for 30 minutes to reconvene at 12.30 p.m.

Meanwhile, Opposition protests and sloganeering continue in the Lok Sabha but the proceedings continue.

Ruckus broke out in the Upper House as Leader of Opposition Mallikarjun Kharge raised the issues of question paper leaks and the students protesting in Delhi. He said that the government is trying to suppress the protests.

Chairman Radhakrishnan adjourned the House briefly till 12 p.m. as loud objections to the remarks emerged from the Government side.

The Monsoon Session of Parliament begins today (July 20, 2026) and will conclude on August 13. On April 17, the Constitution (131st Amendment) Bill, which sought to redistribute Lok Sabha seats based on the 2011 Census and facilitate the implementation of women’s reservation, was defeated by a united Opposition. In a House where 528 members were present and voting, 298 voted in favour of the Bill, falling short of the required two-thirds majority.

Congress MP Syed Naseer Hussain moved an adjournment notice in the Rajya Sabha demanding a discussion over “systemic crisis in India’s examination system”.

“The House may discuss the cancellation of NEET-UG 2026 following the exposure of an alleged paper-leak network affecting over 22 lakh candidates, widespread irregularities in the implementation of CBSE’s On-Screen Marking system, recurring failures in recruitment examinations, and the resulting loss of public confidence in the integrity of examinations. These developments have caused immense hardship and psychological distress to students across the country and have led to ongoing nationwide protests demanding accountability and comprehensive examination reforms. In view of these pressing concerns, the matter requires urgent consideration and discussion by the House,” he said in his notice.

Congress MP Hibi Eden has moved an adjournment motion in the Lok Sabha, asking for a discussion over “recurring question paper leaks” and the protests by the Cockroach Janta Party (CJP) at the Jantar Mantar in Delhi. 

“Repeated controversies surrounding examinations such as NEET-UG and UGC-NET have caused immense mental trauma, financial hardship, and uncertainty for students and their families. The repeated cancellation and rescheduling of examinations due to administrative failures have shattered the confidence of aspirants. The resulting stress and uncertainty have also been linked to incidents of student suicides, making this a serious humanitarian concern,” Mr. Eden said in his notice.

“The Government must accept responsibility for these repeated failures, implement comprehensive reforms, and restore transparency and fairness. In view of the repeated breakdown of the examination system under his watch, the Union Minister for Education, Shri Dharmendra Pradhan, should accept moral responsibility and resign forthwith,” he said.

Ahead of the parliamentary Monsoon Session set to commence today, Congress MP Manish Tewari on Monday submitted an adjournment motion notice in the Lok Sabha, seeking suspension of the day’s business to discuss the need for a new anti-defection law aimed at curbing what he termed “mass political defections” driven by opportunism. 

In his notice to the Lok Sabha Secretary General, Mr. Tewari urged the House to suspend Question Hour, Zero Hour and all other listed business to deliberate on the contours of a new anti-defection framework. 

“I move that this House do suspend Question Hour, Zero Hour and all other listed business of the day to discuss the contours of a new Anti-Defection Law that proscribes Mass Political Defections driven by opportunism and bereft of any genuine ideological or policy differences while simultaneously providing space for honest and critical dissent both inside and outside Parliament and the legislatures,” the Congress MP said in his notice.

Lok Sabha Speaker Om Birla on Monday called for meaningful deliberation, people-centric decisions during parliamentary proceedings. 

In a post on X, Mr. Birla said, “The supreme temple of democracy, ‘Parliament’, is the highest expression of the people’s aspirations, hopes, and trust. Each parliamentary session provides an important opportunity for people’s representatives to translate these aspirations into meaningful dialogue, deliberation, effective legislative proceedings, and constructive participation for the welfare of the people and the nation. 

“It is hoped that all honourable members will participate in the proceedings of the House with a spirit of positive cooperation, while respecting the spirit of the Constitution, parliamentary traditions, and decorum. The completion of the maximum legislative and other parliamentary business is our collective responsibility. This is the best means to strengthen public trust and elevate the dignity of democratic institutions even further. 

“Let us all together make a collective effort to conduct this session with meaningful deliberation, people-centric decisions, and in accordance with parliamentary dignity.”

PM Modi on Monday, ahead of the Monsoon Session, says, the session should run smoothly. 

“There are many senior and experienced MPs in our Parliament, and we should make sure we conduct a successful session,” the Prime Minister says. 

“I hope we can have a smooth session this time. I hope we get to discuss all important issues, and we make sure everybody gets an opportunity to speak”, he adds.

Union Minister L. Murugan is set to move the motion for the appointment of Rajya Sabha members Bhim Singh and Sagarika Ghose as members of the Joint Committee on the first day of the Parliament Monsoon Session on Monday. 

The motion follows the resignation of Saket Gokhale and Bhubaneswar Kalita from the membership of the Rajya Sabha, creating two vacancies in the Upper House of the Parliament.

3. Arjun Ram Meghwal to table The Supreme Court (Number of Judges) Amendment Bill, 2026.

A Bill to replace an ordinance which increased the number of Supreme Court judges from 34 to 38 including the Chief Justice of India is listed for introduction in the Lok Sabha for Monday.

In May, the Union Cabinet had cleared a Bill to increase the sanctioned strength of the top court, but soon thereafter the government brought an ordinance.

After the ordinance, five judges were appointed to the apex court based on upgraded sanctioned strength.

The proposed Bill does not require an amendment to the Constitution and requires a simple majority for passage.
