Repeated adjournments disrupted Parliament’s proceedings on the first day of the Monsoon Session on Monday (July 20, 2026) as Opposition protested in both Houses demanding a discussion on various issues, including the question paper leaks and the Cockroach Janta Party’s protests in Delhi’s Jantar Mantar. In the Rajya Sabha, Leader of Opposition Mallikarjun Kharge raised the issues and said that the government was trying to suppress the protests in Delhi. Chairman V.P. Radhakrishnan called for a meeting of the Business Advisory Committee amid the logjam.

Before the session, Prime Minister Narendra Modi addressed the media outside Parliament and called on the Opposition to “wholeheartedly participate in proceedings of Monsoon Session”.

    Lok Sabha resumes. Opposition’s loud protests continue. Dilip Saikia in the chair tries to bring the House in order, however, the Opposition seems to be unyielding in their demand.

    Congress MP Syed Naseer Hussain moved an adjournment notice in the Rajya Sabha demanding a discussion over “systemic crisis in India’s examination system”.

    “The House may discuss the cancellation of NEET-UG 2026 following the exposure of an alleged paper-leak network affecting over 22 lakh candidates, widespread irregularities in the implementation of CBSE’s On-Screen Marking system, recurring failures in recruitment examinations, and the resulting loss of public confidence in the integrity of examinations.     Congress MP moves adjournment notice over Jantar Mantar protests, question paper leaks

    Congress MP Hibi Eden has moved an adjournment motion in the Lok Sabha, asking for a discussion over “recurring question paper leaks” and the protests by the Cockroach Janta Party (CJP) at the Jantar Mantar in Delhi. 

    “Repeated controversies surrounding examinations such as NEET-UG and UGC-NET have caused immense mental trauma, financial hardship, and uncertainty for students and their families. The repeated cancellation and rescheduling of examinations due to administrative failures have shattered the confidence of aspirants. The resulting stress and uncertainty have also been linked to incidents of student suicides, making this a serious humanitarian concern,” Mr. Eden said in his notice.

    “The Government must accept responsibility for these repeated failures, implement comprehensive reforms, and restore transparency and fairness. In view of the repeated breakdown of the examination system under his watch, the Union Minister for Education, Shri Dharmendra Pradhan, should accept moral responsibility and resign forthwith,” he said.

    Ahead of the parliamentary Monsoon Session set to commence today, Congress MP Manish Tewari on Monday submitted an adjournment motion notice in the Lok Sabha, seeking suspension of the day’s business to discuss the need for a new anti-defection law aimed at curbing what he termed “mass political defections” driven by opportunism. 

    In his notice to the Lok Sabha Secretary General, Mr. Tewari urged the House to suspend Question Hour, Zero Hour and all other listed business to deliberate on the contours of a new anti-defection framework. 

    “I move that this House do suspend Question Hour, Zero Hour and all other listed business of the day to discuss the contours of a new Anti-Defection Law that proscribes Mass Political Defections driven by opportunism and bereft of any genuine ideological or policy differences while simultaneously providing space for honest and critical dissent both inside and outside Parliament and the legislatures,” the Congress MP said in his notice.

    Bill to hike number of SC judges to be introduced in Lok Sabha on Monday

    A Bill to replace an ordinance which increased the number of Supreme Court judges from 34 to 38 including the Chief Justice of India is listed for introduction in the Lok Sabha for Monday.

    In May, the Union Cabinet had cleared a Bill to increase the sanctioned strength of the top court, but soon thereafter the government brought an ordinance.

    After the ordinance, five judges were appointed to the apex court based on upgraded sanctioned strength.

    The proposed Bill does not require an amendment to the Constitution and requires a simple majority for passage.
